


About Legion Village
Our History
Welcome to Legion Village, a cherished Independent Living Community with 199 units, including both market and rent-geared to income apartments. Our story began in 1979 when Branch 133, Legion Village, Inc. was incorporated by the Province of Ontario as a Private Non-Profit Charitable Organization, founded without share capital. Sponsored by Branch 133 Royal Canadian Legion, we embarked on this journey with the construction of Phase One, completed in 1981. Phases Two and Three followed in 1986 and 1988, respectively, each also spanning a 30-year mortgage period.
Initially, Phases One and Two were federal projects under the Canada Mortgage and Housing Corporation (CMHC), while Phase Three was a provincial initiative through the Ministry of Housing. Over time, these projects transitioned to the Ministry of Health, which supported us by covering a portion of the mortgage interest. In July 2024, we celebrated our Mortgage Burning, marking a significant milestone in our history.
Assisted Living/Supportive Housing Services
With Ontario Health funding, we proudly deliver Supportive Housing under the Assisted Living Services Policy, 2023, to eligible residents. Our dedicated on-site PSW staff provide 24/7 scheduled and unscheduled assistance with daily living activities, such as personal care, medication assistance and reminders, and light housekeeping. These services are specifically tailored to eligible seniors, ensuring they receive the support they need while maintaining their independence. Governance and Management
Legion Village is governed by a robust Board of Directors, comprising Legion and Tenant Representatives. Our Executive Director and management team oversee the day-to-day operations, ensuring smooth and efficient management. Significant expenditures and management agreements are approved at the Board level, with monthly board meetings keeping all stakeholders informed through the Executive Director’s reports.
Legion Village Foundation
In February 2001, we established the Branch 133, Legion Village Foundation, a second corporation funded through generous donations and bequests. The Foundation plays a crucial role in enhancing our community by financing large projects that otherwise wouldn’t be possible. From installing a second elevator and creating a serene pond to renovating the recreation hall and purchasing automated external defibrillators (AEDs), the Foundation enriches the lives of our residents.

Our Mission
Built out of the concern for the seniors in our society who have given of their labour and time and who in their advancing years deserve a decent place to live with the provision of reasonable and affordable housing and limited health care support.

Michael Eden
Executive Director
Michael Eden, our esteemed Executive Director at Legion Village, has been at the helm since December 2020. With a distinguished background in the medical practice industry, Michael is proficient in Clinical Research and Strategic Planning. He holds a specialized education in Clinical Epidemiology from the Faculty of Medicine at the University of Toronto. Michael’s expertise and strategic vision have been pivotal in advancing our mission and enhancing the quality of life for our residents.

Jake Rouw
Director of Maintenance & Housekeeping
Jake Rouw has been the Director of Maintenance and Housekeeping at Legion Village since 2020. In this role, Jake ensures that the facilities are always in top-notch condition, creating a safe and welcoming environment for everyone. He holds a Bachelor of Kinesiology from the University of Ottawa among many other accomplishments, showcasing his dedication to continuous learning and excellence. Jake also has extensive construction and trade experience in many different areas, bringing a wealth of practical knowledge to his role. Before joining Legion Village, he worked at Roseglen Retirement Village. His commitment to maintaining high standards and his genuine care for the community bring a positive energy to Legion Village. Jake’s dedication and cheerful demeanor make him a beloved and essential part of the team.
David Edwards
Director of Supportive Housing
David has been a dedicated nursing professional since 2011, placing a strong emphasis on care for the elderly in the community setting. David earned diplomas in Practical Nursing and Social Services Work from Fleming College. His passion for community drives his commitment to helping individuals and families navigate the complexities of the healthcare system. Renowned for his enthusiastic leadership, David is devoted to building and leading outstanding teams, always aiming to make a meaningful impact.

Cathy McGinn
Manager of Kitchen Services
Cathy McGinn is the Manager of Kitchen Services with over 45 years of experience in healthcare. Starting her career at 15 years old at Streamway Villa in Cobourg, she holds a Food Service Supervision Diploma from SSFC and certificates in Human Resources Management, Paralegal, and LTC Administration. Cathy has worked in Long-Term Care, Retirement, Supportive Housing, and Hospitals, and has cooked in various restaurants, including Northumberland Heights. Born and raised in Cobourg, she is the proud parent of a dachshund, Chloe, and a chihuahua mix, Rizzo.
